The Ukrainian government has initiated access to state-owned military technologies, as announced by Minister for Strategic Industries Herman Smetanin. This move aims to address the limitations in Ukraine’s military production capacity, which Smetanin previously estimated at $15-17 billion by 2025 due to funding shortages. The government has approved regulations that facilitate the transfer of design documentation for Ukrainian weapons to various industrial entities, enabling them to scale production effectively. If a state customer requires weapons beyond the production capabilities of state enterprises, the corresponding design documentation must be provided to another manufacturer. The regulation also safeguards state secrets and intellectual property rights, thereby enhancing domestic defense capabilities to meet theUkraine Armed Forces’ needs. Smetanin emphasizes the necessity of attracting $15 to $20 billion in foreign investment to bolster arms production, as the Ukrainian economy currently covers only half of its military manufacturing requirements through domestic resources, underscoring the critical need for strategic foreign support and collaboration in defense innovation.
